I don’t know a lot about doing crimes, but my gut tells me that if you want to smuggle fake watermelons-that-are-actually-drugs from Mexico to America, you should mix them in with real watermelons. There’s some optimal ratio of watermelons to methmelons that gets the most drugs past the authorities with the fewest arrests, and 0:100 feels way off the mark. Nevertheless, perhaps in the name of efficiency, one smuggling operation really went for broke. It didn’t work out well for them.
