Norwegian mass murderer Anders Breivik killed 77 people in 2011. However, Norway’s laws provide a maximum sentence of just 21 years for these crimes. Breivik himself has mocked this as “pathetic”, and demanded that he either be freed or executed.
Norway has a very interesting penal system, which is aimed at reform and not punishment. The titular article has come up in conversation multiple times, and is well worth a read. In general, a judicial system that aims to improve things, instead of just take revenge, seems like a good thing.
When it comes to Breivik though? The hell with him. But don’t execute him; just lock him up forever.
